Viktor Petersson d4e76d8e14 fix(image-builder): consume WebView-v2026.07.1 Qt5 toolchain (#3185) ...

- Bump qt5_toolchain_url from WebView-v2026.07.0 to WebView-v2026.07.1
- The .07.1 pi2/pi3 Qt5 toolchains carry the armv7 NEON-alignment fix
  (arm_use_neon=false + -mno-unaligned-access), stopping the Pi 2/3
  blank-screen crash-loop; validated on real Pi 2 and 32-bit Pi 3
