Fold the pdf-only exclusion into HonorsDeferredRetries instead of also checking the processable type in the run loop, split the user-facing message building into its own file next to the store, and leave GC.Collect on the success path where it was. Co-authored-by: rmcrackan <rmcrackan@gmail.com>
