ci(addons): run the add-on packages workflow on packaging test changes (#12889)

The workflow listed addons, pkg/addons, scripts/addons and
gallery/addons, but not tests/addons. The validate job runs the
packaging contract test in tests/addons/packaging through
scripts/addons/package_test.sh. A change to that test did not start the
workflow, so commit 48478a89c (#12884), which fixed a failing spec
there, was never exercised.

Add tests/addons/packaging/** to the push and pull_request path lists.
