* fix(vllm): use Python 3.12 for CUDA 13 wheels

Select the existing portable Python 3.12.12 release for the vLLM cublas13 profile before creating its venv. vLLM 0.32 requires Python >=3.11; keep the cu130 wheel indexes and all other profiles unchanged.
