Ettore Di Giacinto e49f456ea3 fix(p2p): bind resource limits at CLI boundaries ...

Pass the resource-limit choice through application and node configuration.
Keep only the exact string true enabled, including worker and explorer
entry points. Leave other legacy environment reads unchanged.
