Ettore Di Giacinto 2e5f6fe4f1 docs(chats): describe attach_file and send_file for add-on authors ...

that the host sends every file through the send_file op so an add-on needs
no code for it. Ask add-ons to return a short plain message when the
platform refuses a file.
