gangna2s-archandgangna2s-arch 6d854d6132 feat(i18n): add French (fr) locale (#12826) ...

Add French translations for the web UI and register the language in
SUPPORTED_LANGUAGES so it can be selected from the language switcher.

Coverage follows the existing partial locales (it, es, de): 13 namespaces
are translated and any remaining key falls back to English.
