Ettore Di Giacinto 4532ab988b refactor(addons): build the resource listing tool from the declaration ...

The tool adapter no longer builds the listing for one add-on by id. It
reads capabilities.resources.list of any add-on, names the tool with
the add-on id and the declared name, and rejects a manifest that ships
a tool of that name. A second add-on with a different id now gets the
same tool through the same code path.
