Ettore Di Giacinto 4df9d3fb01 fix(addons): scope the narrow-screen identity rules of the Voice add-on ...

The rules for narrow screens (single-column pairs, smaller tool padding,
compact rank rows) were copied into the Voice style sheet without their
media query, so they applied at every width. They now sit in a
max-width 720px query, and the reduced-motion rule in its own query, as in
the core sheet.
