The add-on login references absent quayUsername and quayPassword
secrets, so docker/login-action reports missing credentials.

Use the existing LOCALAI_REGISTRY_USERNAME and
LOCALAI_REGISTRY_PASSWORD secrets for publishing and promotion,
matching the successful gallery workflow.
