The global setup builds a fixed list of add-on bundles and sets E2E_ADDON_BUNDLES_BUILT so workers do not build. The Memory add-on was not in the list, and its notice spec skips its own build when the variable is set, so on CI no dist existed, every asset answered 403 and the notice never drew. Locally the dist of an earlier run was still there, which hid it. Add the Memory bundle to the list. Assisted-by: Claude:claude-sonnet-5-5
