Ettore Di Giacinto 8cf8079b25 feat(agents): tool levels, templates and connections in the agent editor ...

Part 2 of the agent editor redesign.

- Tool levels (Look only, Assistant, Full) set the stored switches and
  grants. Applying one, or a starting template, shows what changed and
  can be undone before saving. A level never grants a sensitive right.
- Templates are cards that say which level they start at.
- A Connections section holds the choice of connections an add-on may
  use and lists where the agent is connected. It uses the existing
  connections field and the messaging list.
- The model picker has search and shows what each model can do.
- Memory choices sit two by two to shorten the section.
- Advanced collapses, and the section nav sticks under the header on a
  phone.
- The overflow guards now cover 360 px, and the agent editor 320 px.
