An allowlisted person can use the ticked permissions and only the
sensitive ones also need a pairing. Say that rule under the title of the
permissions form, and show the pairing notice only when a sensitive
permission is ticked while nobody holds a live pairing. Add a notice for
an allowlist that holds only channels, whose members are not trusted one
by one.
