Re-stamps the reactions belonging to one conversation's messages.

Scoped through the conversation's own packet ids rather than by channel, because a retired conversation keeps the index it was retired from and a live channel may since have taken that index over. A mesh packet id is only unique per sender, so the node scope keeps another device's rows out of it.
