Set when the platform refused a Bluetooth operation for lack of a permission the app believes it holds — the only permission failure the Connections screen cannot infer from PermissionStatus alone.

Everything else (never granted, denied, adapter off, location services off) is already visible as a live, actionable card on that screen, so those paths deliberately raise no message at all: a modal that repeats what the screen behind it already says, and offers no way to act on it, is an interruption rather than an aid.
