Records that the user asked for a BLE scan before the scan could legally start — the mirror of persistNetworkAutoScanIntent.

Used when a tap on Scan resolves to a permission request instead of a scan. Without it the grant lands and nothing happens: the user answered the dialog they asked for and still has to tap Scan a second time.
