Desktop offers no maintenance affordance at all: with no way to vet a bootloader volume and no CDC unblock, every maintenance operation below is a no-op, so the section is hidden rather than shown and then dead-ended. ensureSerialPermission is the exception — desktop serial access has no permission model, so preflighting it succeeds trivially.
