style: format the Builder rewrites
...
spotlessApply over the migrated files. Three test files needed more than
formatting: ktlint measures a wrapped call after ktfmt collapses it, so a
120-column builder chain fails max-line-length even when the physical line
fits. Shortened those by hoisting the repeated want_config_id and
config_complete_id chains into file-local helpers.
