[EGD-5118] Settings api tests dependencies updated

Temporary test for ASAN error.
Stub Database introduced to cut the connection SettingsAgent to
sqlite for UT.
Settings ut moved to other directory - new target.
File_indexer UT fixed.
Alarms, Notes and Query UT missing initialization of vfs.
