Implemented PhoneTimeLock after unsuccessful attempts. TimeLock
data stored in DB on each attempt and read on system start.
Cleanup PhoneLockHandler structure.

Phone lock no longer bases only on number of attempts.
Now there is a cooldown time between each attempt,
starting from a third attempt.
