Ahmet Zeybek 452fa79816 Fix strings.prefix_length with 2 and 3 byte runes ...

When the common prefix ended right after a complete 2 or 3 byte rune,
the rune was left out, e.g. `prefix_length("é", "é")` returned 0. Use
the width from `string_decode_rune` to check if the rune fits.

Add cases for it to `test_prefix_length`.
