Matthew Winter 6aacc08c9f Fix runtime indexing of a global matrix ...

lb_emit_matrix_ep built a constant GEP whenever the matrix pointer was
constant, even when the computed index was a runtime value, producing
invalid IR ("Use of instruction is not an instruction!"). Only use a
constant GEP when the index is also constant.

Fixes #7560
