Jeroen van Rijn b2414ee222 Fix Windows i386 executables, DLLs and threading (#8162) 
* Fix Windows i386 executables, DLLs and threading

- Default to the MSVC linker; radlink crashes on x86.
- Add ABI attributes to dummy procs (byval stack mismatch).
- Define `_tls_index`/`_tls_array` and `DllMain` entry for `-no-crt`.
- Restore `@thread_local` for the temp allocator; threads shared one arena.
- Default microarch to pentium4 (SSE2) instead of x87.

* Fix remaining i386 issues on Windows

Some 64-bit specific tests skipped, others the expected result corrected.
All tests that run now pass.
