Add certificate generation for DataProtection API for both local dev and Docker containers (#130 )

This is the default location where (self-generated) certificates are stored.

For example, the API and Admin projects make use of the .NET DataProtection API that depends on certificates for encrypting various types of application data such as authentication cookies, anti-forgery tokens etc.
