egrs 2ee9599b6e add DOMException legacy error code constants ...

Add all 25 legacy constants (INDEX_SIZE_ERR through DATA_CLONE_ERR)
to DOMException on both constructor and prototype, enabling WPT
assert_throws_dom checks that reference e.code.
