fix: add ROUTER_LATE and TAK_TRACKER to congestion scaling exemption (#9818)
ROUTER_LATE already has high base intervals and should not be further scaled by congestion. TAK_TRACKER is a tracker variant that should skip congestion scaling like TRACKER does. Co-authored-by: Ben Meadors <benmmeadors@gmail.com>
