* Fix SensorLib isBitSet macro conflict with SparkFun MMC5983MA library

SensorLib 0.3.4 defines isBitSet as a C preprocessor macro in SensorLib.h,
which conflicts with SparkFun_MMC5983MA_IO.h's class method of the same name.
When both libraries are included in the same translation unit (e.g., via
configuration.h → SensorRtcHelper.hpp → SensorLib chain, alongside the
SparkFun MMC5983MA library in lib_deps), the macro expansion causes compile
errors like 'expected unqualified-id before const'.

Fix: undefine the isBitSet macro right after including SensorRtcHelper.hpp
in configuration.h, so it doesn't interfere with SparkFun's class method.

Device Name is exposed in two places:

- Advertisement data: this is set properly in startAdvertising.
- GATT attribute Device Name (0x2A00). This one is handled internally in NimBLE
  and comes from ble_svc_gap_device_name_set. This is set initially, but then
  BLEDevice::createServer calls ble_svc_gap_init which resets the device name.
  This causes the device to apparently "change name after pairing":

Workaround this by setting the device name once again after
BLEDevice::createServer.

* Temporarily lower CORE_DEBUG_LEVEL to INFO to avoid triggering an apparent ESP-IDF Bluetooth bug when re-connecting to Pixel 8 Android devices.

Initial pairing works, but after ESP32 is rebooted, phone fails to reconnect. Meshtastic app shows it as disconnecting immediately. LightBlue shows a more detailed error "Peripheral Connection - Warning: onConnectionStatusChange: status 61" (0x3D - MIC Failure).

016e68ec53 Traffic Management Module for packet forwarding logic (#9358)
* Add ESP32 Power Management lessons learned document

Documents our experimentation with ESP-IDF DFS and why it doesn't
work well for Meshtastic (RTOS locks, BLE locks, USB issues).

Proposes simpler alternative: manual setCpuFrequencyMhz() control
with explicit triggers for when to go fast vs slow.

* Addition of traffic management module

In 2.7.7 / 2.7.8 we introduced some new checks for time accuracy.

In combination, these result in a spamming of the logs when a bad time is found

When the GPS is active, we're calling the GPS thread every 0.2secs.

So this log could be printed 4,500 times in a no-lock scenario :)

Reserve this experience for developers using GPS_DEBUG.

In combination, these result in a spamming of the logs when a bad time is found

When the GPS is active, we're calling the GPS thread every 0.2secs.

So this log could be printed 4,500 times in a no-lock scenario :)

beb268ff25 Revert "add a .clang-format file (#9154)" (#9172)
I thought git would be smart enough to understand all the whitespace changes but even with all the flags I know to make it ignore theses it still blows up if there are identical changes on both sides.

I have a solution but it require creating a new commit at the merge base for each conflicting PR and merging it into develop.

I don't think blowing up all PRs is worth for now, maybe if we can coordinate this for V3 let's say.

a3e6f16378 Introduce non-linear TX_GAIN_LORA (#8107)
* Introduce non-linear TX_GAIN_LORA

Previously, our TX_GAIN_LORA setting was a single number, intended
to represent the signal gain going through a power amp (plus or minus
antenna, attenuator, and other parts of the RF chain).

It turns out the relationship between the input power (i.e. from an SX1262)
and total output power is often non-linear. While we fudged a 1dBm difference
here and there with existing chips, the Heltec v4 has a 5dBm difference in gain
depending on which end of the input power (and frequency) you are at.

To allow people to run their Heltec v4 at max power when legal, and future
proof our code, this patch introduced an optional array-based TX_GAIN_LORA.

Define NUM_PA_POINTS and set TX_GAIN_LORA to gain values for a given input
power in 1dBm increments, and all will work.

For linear systems, just continue to define TX_GAIN_LORA as a number.

- Add conditional compilation guards in AdminModule for RANGETEST, AUDIO, PAXCOUNTER, STOREFORWARD, EXTNOTIF, DETECTIONSENSOR, AMBIENTLIGHTING
- Add skip logic in PhoneAPI for excluded modules during config enumeration
- Add conditional has_* flags in NodeDB only for included modules

Fixes issue where excluded modules still appeared in client applications and sometimes caused PAYLOADVARIANT_NOT_SET errors.

* Fix excluded modules issues and refactor code

- Restore original PAXCOUNTER logic: only exclude on non-ESP32 platforms due to memory constraints
- Fix has_store_forward flag to be conditionally compiled based on MESHTASTIC_EXCLUDE_STOREFORWARD
- Refactor PhoneAPI module config skipping logic to use helper function skipExcludedModuleConfig()
- Reduce code duplication in PhoneAPI by extracting common skip logic

This addresses the three issues identified in the code review:
1. PAXCOUNTER memory impact on non-ESP32 devices
2. Unconditional has_store_forward flag setting
3. Duplicated state management logic across multiple #else blocks

* Fix ambient lighting module exclusion in PhoneAPI and AdminModule

- Add conditional compilation guards for ambient lighting in PhoneAPI.cpp
