Austin 9015b2213f Update portduino to gnu++20 (#12069) ...

Upstream dependencies in the newest distros are beginning to require c++20.

This PR bumps all portduino-based targets to c++20, removes the shared c++17 build_flag, and adds it to each variant family where it is needed.
