* CI: let a running push run finish instead of cancelling it

#12162 put pushes in one concurrency group per branch with
cancel-in-progress, so a merge landing mid-run threw away a part-built
full matrix. Set cancel-in-progress only for non-push events. A push
now lets the running run finish and waits as the group's single pending
run; a newer push replaces that pending run before it starts, so pushes
that land mid-run collapse into one follow-up run. PRs still cancel
their superseded runs.

* CI: correct the concurrency group comment

A PR groups on head_ref and a push on the full ref, so the two never
share a group; the comment said they did. The expression is unchanged.
