* feat(variants): add RAK WisMesh Dongle. USB-powered headless adapter on the RAK4631 module. Hardware model stays RAK4631 until protobufs add WISMESH_DONGLE. The boot VDD gate is disabled because phone VBUS makes the SAADC sample look unsafe.

* add board_level

* fix(rak_wismesh_dongle): set VDD gate to 1 mV so cppcheck passes
