tests: Restore system-mode null-update checks

In 2016, aa113870 disabled the checks after an unexplained failure.
95dfd2f4 copied the guard into the bundle test. Both reported success
without checking system-mode updates.

Remove the guards. The failure no longer reproduces, and all nine
user/system test variants pass.
