845a877ce1 Prioritize an app's origin for its runtime
Currently when searching for a remote to provide the runtime for an app,
we search remotes in priority order. This commit makes it so we search
the remote providing the app before others with the same priority, and
otherwise still search in priority order.  This means for the common
case where every remote has the default priority of 1, the app's origin
will have the first chance to provide the runtime. This behavior seems
logical, but the impetus for this change was also to keep a unit test
passing in eos-updater[1] after a port to FlatpakTransaction.

Originally the eos-updater unit test was written to prioritize the
origin remote regardless of the priorities on any other remote, but
during code review it was decided to let higher priority remotes stay
above the app's origin.

In practice it's usually true that only one remote provides a runtime
and priorities aren't set at all, so this is an edge case that probably
doesn't come up much.

A unit test and documentation updates are included.

eb57c7c07b Unify DocBook DTDs
Previously, there were three different DTDs used. Let's switch to a single one.

We will go with 4.5, since it is latest version that does not have any backwards incompatible changes.

39946c3959 Support .flatpakrepo files in /etc/flatpak/remotes.d
A *.flatpakrepo file in this directory will be automatically
added as a system remote with the basename (sans extension) as the
name unless that name already exist. Also, once this is done we
record the name in the repo config so that it is not applied again if
the remote is removed.

6ee61a29fd Remove support for /etc/flatpak/remotes.d config files
This kind of remotes don't work very well, because they are not modifiable
or removable and can cause conflicts with pre-existing remotes.

We instead want to switch to a way to define default remotes that
is applied to the regular ostree repo config, allowing later changes.

d7d05a8619 Use oci+http[s]:// as an URL to identify OCI registries
The old pattern of using a separate 'OCI' flag was very ugly
internally in the code once it was extended to flatpak bundles and
flatpakrefs - using a different URI scheme means that the nature
of the remote can't be accidentally lost in some part of the code.

Probing would be possible as well, but would make it difficult to
add a remote when offline, and also doesn't deal well with the
fact that our data layout is different for the two types of remotes -
the type of remote could change at any point!

As a side effect this change enables flatpakrefs and flatpak bundles for OCI
registries.

024d835460 common: Support unsigned summary files and separate repo metadata
In order to eliminate some race conditions around updating the
summary{,.sig} file on the server, and to decouple signing the summary
from signing commits, and to support peer to peer mirrors of content
from multiple upstream collections: add support for unsigned summary
files.

This relaxes the requirement for gpg-verify-summary=true iff
collection-id is set in a remote’s local configuration. It depends on
some pending libostree changes to verify the ref for each commit using
the commit’s signed metadata. See
https://github.com/ostreedev/ostree/issues/983.

Metadata storage has moved from the summary file to a new
ostree-metadata well-known branch on each repository, since this can be
signed for each update and for each collection separately. If the
collection-id is set in a remote’s local configuration, flatpak will
retrieve all repository metadata from this branch rather than from the
summary file. If collection-id is unset, it will ignore this branch and
continue to use the summary file, which will continue to be updated (and
externally signed as summary.sig) for backwards compatibility.
