Claude 07ff808a37 Document the [outputs] api_doc gate in the shipped config ...

`api_doc` decides whether the v5 server mounts Swagger UI at /docs and
ReDoc at /redoc (webserver_v5.build_app), and the WebUI footer reads the
same key to decide whether to link /docs -- but the key appeared nowhere
in conf/glances.conf or docs/config.rst. A security-relevant switch
nobody can find may as well not exist.

Commented out in both, so documenting it changes no default, and pinned
by a test alongside the existing [alerts] one.
