Brenda Wallace f4107e2b8d Refactor nursery management: replace plant_out functionality with transplant modal 
- Removed NurseryScoped concern and associated controllers for plant_out and leftovers.
- Introduced TransplantModal component for handling the transplanting of seedlings.
- Updated PlantingsController to support transplanting with a new date handling method.
- Modified GardensHelper to provide active gardens for transplanting.
- Updated NurseryChip component to include transplant functionality.
- Removed legacy plant_out views and associated routes.
- Adjusted tests to reflect the new transplanting workflow and removed obsolete tests related to plant_out.
