Brenda Wallace d96594f812 Enhance job notepad and suggestions for garden context: 
- Update styles for notepad title and job suggestions.
- Modify job suggestions controller to filter by garden plantings.
- Implement interactive suggestions in job notepad for crop linking.
- Add link to view all jobs in the garden's notepad.
- Extend tests for job suggestions in garden context.
