Brenda Wallace 02f5f95b9a Add "New" badge and welcome message for neighbours page 
- Define launch date and duration for "New" badge visibility
- Update neighbours menu to display badge when applicable
- Enhance neighbours show page with a welcome message for new users
- Add corresponding translations for welcome message and feedback link
