Julio Lopez 70032f8498 refactor(cli): remove deprecated no-op flags (#4764) ...

Removes the following flags:
--caching: no-op
--list-caching: no-op
--enable-jaeger-collector: errors out when specified.

Also removes no-longer-used `deprecatedFlag` function.
