- upgrade golangci-lint to 2.14.0
- upgrade gomodguard_v2 config
- update gomodguard_v2 configuration to include aws-sdk-go-v2
- enable exhaustive linter on maps with explicit enforce annotation
- remove no-longer needed linter annotations
- gofumpt files, including tests
- enable gofumpt.extra.balance-calls
- gofumpt.extra.balance-calls
- add linter annotations as needed
- unexport newFormatBlobCache
- nit: use testingT interface
