UI: Fix OBS_FRONTEND_EVENT_PREVIEW_SCENE_CHANGED

OBS_FRONTEND_EVENT_PREVIEW_SCENE_CHANGED is supposed to be called
whenever the user changes the current preview scene -- it was almost
never being triggered.
