Remove empty external apps config
...
There is nothing that would activate ocis-hello as an external app, so
this can be just removed. Also it blocks the new default apps in
ocis-phoenix.

Add missing LDAP IDP value
...
Solves an issue that whenever some tests use basic auth the IDP was
wrong. This would make Reva use the wrong internal user id and IDP
and prevent matching some data like shares to the correct user id.
