Andrey Antukh c24cf80d4f 💥 Make legacy-db file data read-only
legacy-db is no longer a write backend: fdata/upsert! rejects it,
handle-persistence stops writing file.data and file_change.data, and
default-backend fails with :legacy-backend-read-only. Reading old
payloads keeps working, and the file-data-backend default stays db.

The configuration guide, the storage memories, the migration comments
and the partition runbook say so, with the upgrade note for deployments
that still set PENPOT_FILE_DATA_BACKEND=legacy-db.

Closes #12416
