Subject: [PATCH] update chance-man to v2.8.2 (#9914)

- EnabledUI now defines greying and action restriction rules
- ActionHandler respects per-UI menu behavior
- ItemDimmerController skips icon dimming for non-grey EnabledUIs
- add Temple Trekking rewards interface to EnabledUI
- add Runedoku Interfacec to Enabled UI
- add crafting gold interface to EnabledUI
- add Ball Of Cotton to BlockedItems
- allow "Cure" on health orb
