9f2fe30030 add equipment-enforcer (#10194) 
* Create equipment-enforcer

Adds configuration options to enforce minimum values of equipment stats. The Wield and Wear options will be removed from items not meeting the configured options.

* Update equipment-enforcer

Changed log.info to log.debug

* Added icon.png to root
