This implements the feature requested on https://www.reddit.com/r/2007scape/comments/1opuu5m/comment/nneah44/ , allowing Watchdog (or other plugins) to trigger a save.
This also adds some tips on setting up OBS to automatically start the Replay Buffer, based on https://www.reddit.com/r/2007scape/comments/1opuu5m/comment/nnenyf0/
