50449cf7b5 fix: add --save-dev|--save-peer -r 
Recursively adding dependencies using --save-dev,
--save-optional, --save-peer, or --save-prod should work on
workspaces that don't use a central, shared
lockfile.

BREAKING CHANGE:

- `@pnpm/config`
