3 people 55842484d6 fix(lockfile): check transitive local directory dependencies on a frozen install (#17141) ...

A directory dependency whose spec still matches can itself be stale: its own dependencies may have changed without the directory moving. Recurse into directory children when checking local directory dependency freshness, carrying the peer-alias scope of every ancestor and checking each snapshot once per peer scope. Apply the same scope handling to the Rust check. Links have no dependency snapshot and keep their current treatment.

Fixes pnpm/pnpm#17128.
