3 people f96d4d723d fix(parse-wanted-dependency): default rawWantedDependency to empty string (#11422) ...

Default rawWantedDependency to an empty string in parseWantedDependency,
so calling it with undefined or with no arguments no longer throws a
TypeError. Add unit tests for parseWantedDependency and a changeset.
