3 people 18e927d868 fix(store.path): fall back to the home store when the project directory is not writable (#16555) ...

The default store lookup creates a temp file in the project directory to
test whether it can be hard linked into the pnpm home directory. When the
directory is not writable, creating the file throws EACCES, EPERM or
EROFS, and every command that resolves the store fails, including pnpm
store path and pnpm store status.

Treat a permission error while creating the probe file as "nothing to
link" and use the store in the home directory, which is also what pnpm
12 resolves to in this case.
