3 people a0f89f8a4e perf(workspace): speed up discovery with excluded subtrees (#16823) ...

Prune explicit whole-subtree workspace exclusions during discovery in both
CLIs. Retain manifest filtering for membership, including parent-relative
negatives and directory-only exclusions. Rebase ancestor walks without lossy
path conversion.

Closes pnpm/tasks#120.
