- Implement GET /-/user/org.couchdb.user:{name} returning CouchDB user document
- Record initial publisher in packument maintainers list and retain on subsequent publishes
- Support $owners token in package publish and unpublish access policies
- Support npm owner mutations via packument rev updates
- Store package and version tombstones under .tombstones/v0 to prevent squatting and version reuse
